To recruit Deoxys you must be level 90+ with friend bow. I assume you are batteling the 'normal form' Deoxys on floor 20.
As for groudon, it just takes as long as it takes, Groudon took the most battles for me to recruit as well.
For every 10 levels you gain, your recruitment chance increases, the friend bow does this as well. So you just need to keep leveling up to make it easier, and of coarse ensure the leader lands the killing blow.

I don't think you need all other legenderies to get Deoxys.
As for Western Cave, about 60-70 should be OK. You'll find a lot of reviver seed and Stats incresing items, but no food. To get through Western Cave, I need 4 huge apples.
A high IQ can be very helpfull when avoiding traps and if your IQ is 'max' you can dig through walls, good to escapes some enemys.
What dungeons do you have access too? (aside from the story ones)

Eevee is also Joyous Tower, floors 12-17
When you go higher to floor 25, beware of Skitty, it is at level 22 and very dangerous with doubleslap.

You must have recieved the 'Sky Blue Planes' friend area as a reward from a random mission and then accept the SOS mail from Smeargle from outside the post office the next day. Howling forest is the only home of , Snorlax, Exeggcute and Pidgey (to get pidgeoto & pidgeot recruit 2 Pidgeoto form Mt thunder, must be lv 50+ with friend bow). These three are very rear.

I think you should be OK for Lugia
Remember, floors 15,35,55 and 75 are just giant monster houses so pertify orbs are very good. Also, it may take several attemps to recruit Lugia.
And my statement of Skitty being strong is just that it is at level 22, anytime I've met one (Joyous Tower), I've only been about level 15.
Oh and remember, Silver Trench is 99 floors long.

ive been in silver trench before once with petrify orbs about 10 of them and i keep getting killed thats when i found the website to save yourself

The best thing to do is petriffy the whole floor and, if your strong enough, take on each wild pokemon one-by-one, If your low on health then just go to the stairs. Team mates can be a problem as the may attack a petrified pokemon and wake it up, so change there tactics to stay there/get away if you don't want to battle.
And don't be suprised if you have to come back multiple times to recruit Lugia.

so if i recruit lugia i can get deoxys rite
and is it true that in meteor cave that deoxys is the only pokemon in it and on 5th 10th 15th and 20th floors there is a different type like attack defense so on.....???

Deoxys are the only pokemon in meteor cave. There will be one on each floor in either attack, defense or speed form. To make the stairs appear you must defeat 1 deoxys per floor. The normal form deoxys is found on floor 20 and is the only one that can be recruited.
You have to entre alone, with only one held item and three in your inventory. I suggest x-ray specs as your held item to find the single deoxys on each floor, and huge apples for your other 3. The only item found in meteor cave is money.
And you have to be at least level 90, or level 50 with friend bow, and deoxys may take a lot of time to recruit.
