I'm not sure why you can't recruit Ho-oh, you've got the friend area, your leader dealt the finishing blow and your party is only body size 2. The only thing I can think of is Spinda. I don't know if its needed but have you spoken to Spinda about you adventure (found in pokemon square North).

Yes, but after you've defeted Ho-oh, Spinda will be waiting for you on the road to Whiskash pond, and will want to hear about your adventure on the three fileds and Mt Faraway. Again I'm not sure if you need to do this to recruit Ho-oh

I'm not sure if that will allow you to recruit Ho-oh, but it's all I can think of. Wester Cave opens after you recruit Ho-oh, but it is very tough. There are no unclaimed food items, but lots of reviver seeds.

kiling keckleons for fun is a very bad idea. They are all level 90, can take 2 steps to your one, can turn your team against you (substitute) and can only recruited when you are level 90+ with friend bow.
You do need surf to get in to wester cave, but just teach it to pokemon. Also I thought if you died and were rescued, you kept all your items. Mewtwo is found on floor 99 and uses disable and confusion a lot.
The big problem is that all the final evolutions of the 9 starters, machapm, alakazam, tyranitar and steelix are found in western cave.
A Golduck is good because floor 50-60 has constant sanstorms caused by tyranitars 'sand stream' ability, golduck 'cloud nine' ability stops all weather.

once you've bought all the friend areas, you have all of them. There are three friend areas only obtainable by doing rescue missions, I forget which they are, skyblue planes, rock cave (or something like that) and another one. Some legenderies come with their own friend areas. If you want to know where to find a pokemon to fill a friend area or how to open a dungeon, just ask.
