Although I love 'A Hard Rain's a Gonna Fall", I had to go with "Rain" by the Beatles. Simply one of the best sounding recordings ever made, plus the first pop song to use backwards recording, and possibly Ringo's best ever drum performance. And, the Beatles beat everyone...even Dylan.
Another great one that I haven't seen mentioned is "Famous Blue Raincoat" by Leonard Cohen. My favorite song of his.

I voted for CCR, although I was really voting for "Who'll Stop the Rain", but the Beatles have always been my benchmark for great music of almost any kind. Ringo was to this Beatle freak obviously one of the greatest drummers of all-time, since he was the backbone of more awesome songs than any other drummer I can think of.
