Well, Kim Gordon is one of those vocalists (you could also include Neil Young, Nick Cave, Bob Dylan) that at times sound great, other times terrible. In Kim's case, she sounds terrible when she tries to sing 'angsty', but when it's a half whisper (Tunic, Shadow of Doubt), it's soulful and sexy.

I think I might be the first to nominate Katie Noonan from the Australian groups Elixir and george. An amazing voice...
Another favourite of mine is Amy Lee from Evanescence. As cheesy and over-the-top as some of that band's music can be, just listen to her on the track "Hello", and tell me anyone else can sing like that.
Other somewhat more obvious ones:
* Mike Patton: duh! Like most versatile vocalist ever.
* Antony (of Antony & the Johnsons): double duh
* Tori Amos: C'mon!
* Jeff Buckley: Triple duh
* Skin: From Skunk Anansie (listen to "Licking Cream", her duet with Sevendust)
* Rufus Wainwright: his nasal voice grated on me terribly at first, but I can't get enough of his songs and voice now. Funny how that happens.
* Juanita Stein: Of Howling Bells, and formerly of Waikiki. Her voice and Australian accent is sexy as hell (see "Some Blessed Night").
* Elliott Smith: "XO"* ... enough said.
* Thom Yorke: Too easy.

If I had to listen to only one female and one male vocalist for ever and ever amen they would be:
Female: The late Laura Nyro. Great range, tremendous power and sufficiently idiosyncratic to keep me interested.
Male: Stephen Cummings. I'm not sure how many people would be aware of him. He used to be my favourite pop voice, now my favourite singer/songwriter voice.
As Graham Parker once said, he's just "got one of those voices."
