If I may, I'd like to throw "Amnesiac" and "Kill the Moonlight" into the mix.

To say something is a lock is to say that it absolutely cannot and will not change. This is an assumption and although it is highly unlikely, the next four years could bring such amazing music that all 10 of my choices change. For now, I will go with my top ten to date. (Subject to change)

Well, you can't really call anything a lock; the next four years could be the greatest in musical history.
