This question is near impossible, as they're both right up the top of the tree. But it's a good one my friend, and I think Tom Waits maybe just shades it...

I would say Tom Waits too, but it is a close call. One of my favorite Nick Cave songs is Into My Arms. And one of my favorite Tom Waits songs is I'm Still Here. So, I guess I lean towards the more ballady side of each of their material (Not that I don't appreciate a good Tupelo or 16 Shells from a Thirty-Ought Six every once in awhile).
Nick Cave is wonderful but Tom Waits must just edge it, if only for the sheer number of incredible, challenging albums he continues to put out. It is mighty close though.
