The game you're describing is a game called Aerobiz. It was made by Koei, by far my favorite genesis game maker -- I can't think of any game of theirs I didn't like. A few of their games were confusing as hell to figure out at first (cough, PTO 2, cough) but fantastic to play.

Was OutRun for the Genesis, or was that the MasterSystem? The Sonics are obvious classics. I'm a fan of Sports games, and at that time EA Sports was actually placing a decent product year in and year out to the market with Madden and the NHL franchises. World Series baseball was also ahead of its time. Just too many to list for this great system.
