It is a heck of a plot hole, but according to this guy, there are several reasons for and against the eagles taking them. I'd just stick with "Sauron would see 'em coming". I mean, really, how fun would the movies be if they had done this? Most stories have plot holes. It's up to the viewer to decide if they want it to bother them or not. You can give reasons why they could and couldn't use the eagles till the cows come home, but it would NEVER fill in the hole as well as some would like. It's not as blatant as it seems to be when you're actually enjoying the story. When I was reading the books, the question NEVER entered my mind. "I can't live the buttoned down life like all of you! I want it all: the terrifying lows, the dizzying highs, the creamy middles! Sure, I might offend a few of the blue-noses with my cocky stride and musky odor - oh, I'll never be the darling of the so-called 'City Fathers' who cluck their tongues, stroke their beards, and talk about what's to be done with this Monkey_Boy?!"
