I think we're looking at this the wrong way, let's take a quick step back in time a bit and complare two games from the PS2. If you're playing Soul Calibur, you see that the graphics are fantastic, the texture is smooth and the physics are well done, but all you ever see is two people in a ring, then we look at Grand Theft Auto, we have a whole city to explore in real time, but somehow the finer graphics have become blocky and the smaller motions are all but lost (I don't think I've ever seen a GTA mouth move). A video game is like a mixed drink, really, you have all the ingedients that you want to put into it, but only so much room in the glass, so you have to balance it out, a bigger environment or better AI means there's less room for better graphics. Graphics have gotten good with time, but the best improvements will come when we can max out ALL the aspects of a game.
