Personally, I like the idea of giving each member of pool of points to distribute as they see fit. If one member wants to assign a single point to 19 albums and all the rest to the 20th because the member likes those 19 but really loves the 20th, so be it.
Realistically, though, I think we would need a very large pool of contributors (along the lines of the Village Voice) and it would likely lead to more arguments than a coherent, interesting list, so I guess I'm for repeating last year's method.
For the sake of your test run, RL, I'm nowhere near ready to post a year-end list, but if I were to grab ten discs I really like and assign them some numbers (based on 100 overall since I'm only ranking 10 here), it might look something like this:

Mathematically speaking, if you had 200 points to spread over a top 20, you'd have to use more than 100 for the top 10. Unless, of course, you gave exactly 10 to every album, which isn't the case here.

Hey, I'm going through my 2006 discs for my year end list and I'm wondering, what are the rules on including already released material? Delta 5 had a compilation cd come out earlier this year that I would like to include. Is that allowed? I know last year I, as well as some others, included Push Barman to Open Old Wounds by Belle & Sebastian, and there was nothing new on that. So?

We pretty much let you include whatever you want, as long as it's not a reissue from more than a couple years ago or something. Basically, use your own rules. I personally wouldn't count something like Push Barman, 'cause that's all old material, some from a rather long time ago.

A general rule is that "Best of" lists are meant to mean "Best NEW music" from that year. For me, this would mean that the songs comprising the album should all be new releases as of 2006. This rules out Live Albums which have old songs, re-releases of an album, re-releases compiling old, albums. But it WOULD INCLUDE compilations from different artists if all the songs were made by the artists for new release in 2006.

Live albums should indeed count. I would have included the expanded edition of The Name of This Band Is Talking Heads—easily the best Talking Heads record ever—in 2004 if it didn't fall outside the guidelines.

I would agree that live albums should count, although it's rare that a live album is that good to warrant making the list of very discriminating listeners, such as those who contribute to these forums.
In my personal opinion, a live album is much more credible when it captures one performance of a band, such as Cheap Trick at Budakon, rather than just being a collection of the best performances from a particular tour. But, that's just me...

Last year I counted Wilco's Kicking Television on my best-of list, even if there was a grand total of one new song. Still, some of the songs really came alive when done live, and became whole new songs for me.

All right. I averaged out the values for each of the top 20 slots based on the 4 people who submitted values (including myself). All half-point values were rounded up:
