Not at all. Chicks and money are always the perks when it comes to being the bad guy. Same with being tough, smart and in control, but by the end of the movie, Yuri had lost everything that mattered to him except for his money and freedom. Sure, it seems like he "won", but did he really? In order for a movie to "reinforce the idea that being a bad guy is ok", I think the bad guy would have to win without losing anything. Especially his loved ones.
"I can't live the buttoned down life like all of you! I want it all: the terrifying lows, the dizzying highs, the creamy middles! Sure, I might offend a few of the blue-noses with my cocky stride and musky odor - oh, I'll never be the darling of the so-called 'City Fathers' who cluck their tongues, stroke their beards, and talk about what's to be done with this Monkey_Boy?!"
