I've never played Vice City, but I think, while it is a good game, it's popularity has more to do with its wide appeal that to it's greatness. It is simply marketable to a larger audience.
As for the best game ever: Starcraft.

Well there are so many great games out there, but if i had to pick one it would be Resident Evil 2 on Ps. Aw those late school nights staying up in my room scared, sometimes i even found myself holding my breath at certain points of the game.
If they could only make a resident evil like that one again....
It was more of an analysis of what I know about the game and who plays it than a judgement on the game itself. Yeah, I probably shouldn't have said anything, but I stand by my opinion.
I did admit that it was probably a good game, anyway, just not the best game.

No question, I think The Legend of Zelda: Ocarina of Time is the best game ever, for all consoles. Devil May Cry would have to be the best game ever for PS2.
Best game ever is Jet Grind Radio for Dreamcast. You spraypaint Tokyo, and after you outwit the cops, they send the tanks and helicopters after you. Near the end, the cops are sending dudes in jetpacks trying to kill you. Unfuckwithable, except for the dumb fight-the-corporations storyline.
The Xbox sequel blew it by separating the "escape the cops" and "spraypaint the city" aspects of the game. You need to spraypaint WHILE escaping the cops. That's the idea, or it should have been the idea. Also, they were stylistically off for the sequel. The cel shaded characters were too intricately designed, so you couldn't tell that they were cel shaded. Also, they turned spraypaint into some sort of mystical power or something for the sequel. It's just spraypaint. It cannot fend off evil.

i am going to have to completely agree with killzone, ocarina of time is simply astounding in every aspect. whether you think the zelda series is kiddy or whatever, that game had more depth than most games to come out for several years after.
as far as PS2 goes, i would say GTA 3. it was everything it was hyped up to be. vice city just rehashed everything that made the 3rd one so great.
Final Fantasy VII. It doesn't require an in depth explanation. It is simply superior to every other game I've ever played in just about every aspect.
For the PS2, however, I think Vice City is the best I've played so far. The only people I've ever met who didn't like it never played the game and simply claimed it was "Overrated."

Yeah, my vote is exactly the same as Blazes. But maybe Morrowind Game Of The Year Edition would be better, but definitley a Morrowind.
