I'd have to say Baldur's Gate: Dark Alliance I on PlayStation 2. Why? Not only did it have an excellent story line and graphics (relatively, for PS2) but also because it's the first ever RPG set in the realm of dungeons and dragons. I think the quintessential RPG is set in a medieaval environment. Champions of Norrath would be up there, too...great character skill development/engine...downside is I don't like Everquest that much.
Second place would be Chrono Trigger on the Super Nintendo.
I personally think that the GTA Series is very overrated. Not bad, just overrated.
In my opinion, it's Kingdom Hearts. Such a quirky concept that worked extremely well. Good plot, good characters, funny moments, great battle system, what more could you ask for?
Of course that's just MY favorite game, everyone has different opinions.
So, overall:
PS2: Kingdom Hearts Gamecube: Tales of Symphonia DS: Meteos PSP: Lumines N64: Legend of Zelda, Majoras Mask
seriously, I mean how many writers did they have? every f-ing character had a novel's worth of backstory, often only accessed when you had a good enough personality...

Gran Turismo 3. That has to be the single most addicting game I've ever played in my LIFE. And it's 6, recount, SIX years old. That's Lasting Appeal for you. I haven't played Gran Turismo 4 yet, but after playing 3 just now, I have to say I'm more excited about getting that title than Smash Bros. Brawl and GTA4.
