The Holy Grail of surf instrumental sites: Reverb Central is Phil Dirt's site, the site for info on surf artists and cds, with countless, incredible links.

A few fun pick-ups recently:
The Silhouettes Rautalankarenessanssi
Finish instrumental band, similiar in style to psuedo-surf bands like the Ventures and Shadows. The songs here have a great summer feel. A mix of surf, twang and semi-psychedelia. Favorite tracks include "Conspiracy of Silence", "Lake Bodom: June 5, 1960", the psych suave "Triangle" and a marvelous jazzy-funk-surf cover of "Caravan".
Urban Surf Kings Bang Howdy Partner
I think this is the Kings' 7th surf cd and they're still going very strong. "Urban" no, this is mostly Spaghetti Western and Desert Reverb Twang. My favorites include "Hrundi Goes West", the silly but fun "Phantom Riders of the Back Lot", the smoldering "And the Horse You Road In On" and "Johnny Ronco's Last Stand". A definite top 10 surf cd of '08.
V/A Riding the Snowy Wave
Awesome totally awesome Russian compilation (most but not all artists featured are Russian). Other than the B-Sea Surfers and the Vivisectors, the bands on this 27 track(!) cd are new to me. A couple tracks have a weird mix of early '80s synth (think Rick Wakeman), early '70s Krautrock and Fathoms-style surf- and it works amazingly well. Best artists here include the Barbulators, Freak`s Tricks, Los Kosmos and the The Vivisectors, among many. Worth hunting down, even if it is pricey.
