Hi! I played a game with a friend about eight or nine years ago on his PC. I was positive that the game was called Cyclone, but no returns have come up on searches. You played this Cool Dude wearing shades and the opening cutscene showed you riding a hovercraft out to a oil rig type lair or something. You were supposed to be a gunner for some new type of ship, it was essentially a rail shooter. You first mission was to defend the oil rig from an attack with some chick using the mounted guns. Then after she asked you to kiss her. After that you would go and see your ship, but if you just took off, it would blow up because for some reason, there was a bomb attached to the bottom of it. So you had to guess which was the right button and disable it. Am I ringing any bells here? You used the mouse to move a reticle around the screen and shoot, but you had to avoid hitting fuel trucks or you would die.

No, Incoming was a third person primarily. This was first person. Also it had scenes where you controlled your guy on the ground, but it was cinematic. You just pointed him in the direction you wanted him to go and he would walk that way. The farthest into the game I played was after a series of flying levels, your guy had to land and get out and walk through a snow swept landscape and mountains. I came to a fork in the road and if I went one way, there was a giant turbine I had to jump through (which killed me) and if I went the other way, a guy with a gun shot me. And while flying, I was just the gunner, I didn't actually fly the ship.
