Ok, I have found this forum in my attempts to search for this game and saw a lot of others were posting on here and getting help.

This was a 3d game the way I remember it, graphics were not that good so it must have been around mid 90s to maybe 97 or so. You were a young guy that ran around and had to solve puzzles to progress through the game. I believe there were levels like a shopping mall, some old furniture factory place, and you progressed into the enemy's base building thing.

The enemy was basically a 'big brother' type government thing, that was oppressing society and making it shitty. I think the last level you had to sneak up inside their base but I can't remember much more of the specifics.

I remember you had to always avoid the police guys that were out to get you basically. I can't remember if you actually had a gun or not but I do not think you did, I think the objective was more to figure out ways to get around the enemy or trick them or something.

I wish I could remember more about this game and I could just remember what it was, but I do not remember anything else. It was definitely a PC game that I must have ran on win95 or 98.
