The game was like 10 years ago. The interface was pretty much like C&C. When it starts, you have 2 races to choose from: Human or Wizard. You have a couple of people at the beginning, start killing animals around to obtain food. When the people gains more fighting experience, the health bar will increase and charge colours. Yellow at first, then blue and gray colour the highest. At last, you have to bring all the people to fight with the other race and gain the final victory. Please help.
Ive seen paqutio post in six or seven "which old pc game is this?" threads, and he's been wrong in every single one... I'm starting to think he just guesses random games.

I searched across the 'net for you. First started at Abandonia to quicksort games from that time-period to fingerprint the game--no luck. So I did a deep search on Home of the Underdogs; as if it wasn't mentioned on abandonia it probably wasn't a mainstream title. Again, sorted by era (1994-1999) and genre (strategy, by your description).
