I've studied this issue (or this issue based on a wider background) a bit. The link below is about some e-books I collected during the study. But since "Downloading" is a term its meaning cover very broad scope, so if you are deploying "Downloading" to collect information and utilizing whatever information collected as a form of learning, entertaining, consuming, etc; it is not wrong (at least you have to pay the internet fees, right? Information from the net is not free under current economic models).
