I'd call it a political thriller, and it was written in the 1960s. It does have quite a few moments of satire though.

The Manchurian Candidate , but that novel is crammed with satire.
Yes, this novel was made into one of my favorite non-English-language films. Most of the cast were French.

Nope, couldn't have remembered the book title if my life depended on it. Also, I never read the book, so, I'll demur. I think mark can honestly be said to have stumped us all, so he gets another go-round.
