"Bad Boys 2" had lots and lots, but the one I can't seem to get outta my head is Will Smith's line: "This is off the chain!" when the bad guys are "throwing" cars at 'em. Terrible line. Terrible movie.

Yeah Plan 9 is a goldmine of awesomely bad dialogue. My personal favorite would have to be: "One thing's for certain, Inspector Clay's dead. And somebody's responsible."

I completely agree - the dialog / plot / infantile premise and stories in the Star Wars 1,2,3 prequels disappointed a generation of fans - and therefore tops this list and so many other TOP TEN WORST LISTS.
But in particular when Anakin shouts out 'Nooooo' at the end of #3 I think it was... I started laughing in the theatre and i wasn't the only one.
